Dubai es uno de los emiratos más importantes y ricos de los siete que conforman los Emiratos Árabes Unidos. Es un emirato petrolero que, no obstante, ha logrado diversificar su economía y así no depender exclusivamente de la producción y exportación de hidrocarburos. En las relaciones internacionales del mundo contemporáneo, ello se conoce con el nombre de paradiplomacia, es decir, el proceso cuando una región, provincia o estado de un país actúa de forma internacional como si fuera un Estado autónomo o independiente. La paradiplomacia se manifiesta de formas muy diversas, tanto en las relaciones comerciales como en el campo científico, en asuntos técnicos, en intercambios deportivos y culturales. A menudo se promociona el turismo local de forma internacional e incluso se cuenta con una línea aérea propia y otros medios de comunicación para los contactos internacionales. Asimismo, se desarrollan zonas libres y áreas de telecomunicaciones. En Medio Oriente, el caso más representativo de paradiplomacia es el de Dubai. Este artículo analiza las actuaciones y la política internacional de Dubai dentro del concepto de paradiplomacia, que ha sido, sin duda, una de las formas más efectivas que ha empleado este emirato en la diversificación de su economía.
